COMPETENT PERSON ENGINEERING ACCEPTANCE

Resco staff carry out Competent Person Engineering Acceptance of rail vehicles for several Train Operating Companies (TOCs). Resco has more than eleven years experience of carrying out Engineering Acceptance of a wide range of rail vehicles. This has provided a firm basis for the development and implementation of systems for carrying out Competent Person Engineering Acceptance.

Working alongside clients with Safety management Systems, Resco has developed robust management systems and processes for carrying out the works necessary to demonstrate compliance with mandatory standards, which enables TOCs to fulfill their responsibilities under ROGS for the Engineering Acceptance of rail vehicles. Our close relationships with key clients has enabled Resco to switch seamlessly from the previous CCB and VAB (GM/RT2000) process to Competent Person assessment. Resco staff routinely provide independant review of modifications, engineering changes and new vehicles (those not subject to Notified Body (NOBO) approval)acting as Competent Persons and produce Certificates of Engineering Acceptance in accordance with the appropropriate TOC's Safety Management System.

PROJECT MANAGEMENT

From the smallest to the largest, all projects require effective management to ensure that a client's expectations, timescales and costs are succesfully met. All Resco staff have experience in the management of rail projects and many have acted as dedicated Project Managers for major schemes during their professional careers. This experience enables Resco staff to undertake appropriate and effective management of projects, whilst company processes and procedures provide a rigorous framework upon which this management is based.

In addition to ensuring robust management of internal projects, Resco also provides stand-alone Project Management services to clients. In doing so, Resco staff utilise recognised project management techniques, establish sound relationships with all key project contacts, work in accordance with the client's processes and procedures and ensure the delivery of project aims. This enables clients to undertake major projects without affecting the delivery of day-to-day business.

FRANCHISE BIDS

Resco provides critical specialist support to franchise bids, working seamlessly alongside other major organisations as part of the bid team. Support ranges from providing technical and engineering expertise to assess rolling stock, maintenance and fleet support capabilities, to the provision of expert advice on rolling stock procurement, leasing and financing options. In addition our understanding and experience of the requirements of Community Railways has proven to be invaluable in assisting franchisees in understanding how to incorporate these services into the wider operation of a franchise.

Resco staff have supported a number of recent franchise bids, a significant proportion of which have been successful. It is a testament to the strong relationships formed during the bid preparation process that our staff have subsequently provided Professional Support Services for new franchises during the initial phases of operation whilst Senior Management Teams are being consolidated.

PROFESSIONAL SUPPORT SERVICES

Employing a range of highly experienced staff, many of whom are Chartered Engineers, Resco is able to support Train Operating Companies by providing staff to carry out Senior Management roles on an interim or permanent basis. Wide experience of the UK rail system, rolling stock and regulatory structures, together with the appropriate Professional Qualifications has enabled Resco staff to carry our roles such as Fleet Engineering Director and Professional Head of Engineering on behalf of both freight and passenger TOCs.

COMMUNITY RAILWAYS

Resco has kept abreast of the development and classification of parts of the UK rail network as Community Railways and has already carried out a number of projects in support of this development. Resco recognises that the success of Community Railways is often dependant on achieving 'cost-effective' and 'application appropriate' solutions. Our extensive engineering expertise and knowledge of rail vehicles has already enabled Resco to assist a number of Train Operators to successfully utilise low cost 'heritage' rail vehicles for Community Rail applications.

Resco provides specialist engineering and technical support in the development and implementation of appropriate rolling stock and engineering solutions for Train Operating Companies (TOCs) running services on Community Railways. In doing so, Resco can provide a full range of services, from the development of feasibility and engineering studies to identify suitable solutions, carrying out engineering assessment and risk assessment/mitigation in support of Derogation Applications to the Rail Safety and Standards Board (RSSB), to the development and installation of mandatory modifications, reliability improvements and interior enhancements for 'heritage' vehicles.
